Perception toward the concept, problems and solutions of public medical service among physicians and a public hospital staffs: Analysis of consensus workshop results

Abstract
Purpose: There has been huge confusion over the concept of public medical service. We aimed to evaluate the perception toward public medical service among physicians and a public hospital staffs.

Methods: 36 Physicians interested in public medical service and 17 staffs working at a public hospital attended consensus workshop. Using consensus workshop method, context of current situation, problems, solutions and direction of public medical service were conceptualized.

Results: Majority of participants expressed the ambiguity of concept for public medical service. Lack of philosophy, inconsistent policy, inadequate budget allocation were pointed out as major barriers for executing public medical service. Participants expected defining the concept of public medical service, clear goal setting and improving communication among related parties as roles required for the institution, local and central government to improve public medical service.

Conclusions: Establishing concept and goal of public medical service, and close communication and sharing opinion were identified as crucial factors for providing and improving public medical service among physicians and public hospital staffs.
